Nearly 40 percent of the 36 major, high-value proposals in the 2025 budget, amounting to 14 proposals, were not implemented satisfactorily, latest findings released by Verite Research reveal.

Nevertheless, the proportion of completed proposals shows a clear improvement. The completion rate, which stood at 17 percent in 2024, rose to 33 percent by 2025, marking the highest value recorded since budget tracking began in 2017.

Key Points

  • 14 of the 36 high-value proposals saw no significant implementation.
  • The percentage of completed proposals rose from 17 percent in 2024 to 33 percent in 2025.
  • Seven proposals were categorized as undisclosed due to a lack of available information.
  • The total allocation across these 36 proposals stands at Rs. 212 billion.

Progress achieved despite limited timeframe

Overall, 41 percent of the proposals, or 15 proposals in total, were either fully or substantially implemented. The budget was presented in February last year, and the report noted that this progress was achieved in a shorter timeframe than usual.

A further 19 percent, representing seven proposals, were classified as undisclosed as sufficient information was not available to assess their progress. The evaluation covered 36 proposals that had each been allocated Rs. 500 million or more, with the total allocation amounting to Rs. 212 billion.
